Regional Initiative for the establishment of the Regional Commission for Truth-seeking and Truth-telling about War Crimes committed in former Yugoslavia (RECOM)
30/09/2008 - Since May 2006 three nongovernmental organisations from the Balkans region – Humanitarian Law Center (HLC) from Serbia, Research and Documentation Center from Bosnia and Herzegovina and Documenta from Croatia have conducted a broad regional civil society consultation process on truth-telling and truth-seeking mechanisms about war crimes in a regional context.Within the scope of this process, they have initiated the establishment of the Regional Commission for Truth-seeking and Truth-telling about War Crimes (RECOM), discussed conditions for its establishment, obstacles and support strategies and its possible mandate as well as the need for and potential to create additional initiatives. Many other organizations from the region have joined the initiative and it was therefore agreed that in a regional forum scheduled for late October 2008 in Priština (Kosovo) the Regional Coalition for establishing the RECOM will be officially formed.
The Regional Coalition for the establishment of the RECOM will be a network of nongovernmental organizations, associations and individuals, united with a view to advocate and to take the initiative for the establishment of the RECOM.
RECOM is envisaged as a regional, independent, impartial, official body with a mandate to establish and publicly present facts on war crimes committed in former Yugoslavia. It is to be established on the basis of a common agreement between the governments of Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Macedonia, Kosovo and Slovenia, with the support of the United Nations and the European Union.
