IW Serbia Launches Study of Justice Operators

04/11/2008 - Impunity Watch, the OSCE Mission in Serbia and the Fund for an Open Society in Serbia presented a new study on November 4, examining the perceptions of individuals working in Serbian institutions engaged in the suppression of impunity for war crimes committed during the 1990s.

The qualitative survey, based on in-depth interviews with 54 ‘justice operators’, was conducted by the research agency, Argument.

The presentation of results was followed by an expert debate on results of the study and future steps. Participants of the debate were representatives of the justice operators who were subject of the research, IW’s partners, the Lawyers’ Committee for Human Rights (YUCOM), the Youth Initiative for Human Rights (YIHR), the Humanitarian Law Centre (HLC) and the Helsinki Committee for Human Rights in Serbia (HCS, and relevant international organisations.

Representatives of the judiciary welcomed the report, with War Crimes Chamber President Sinisa Vazic and Vice President of the Judges Association Omer Hadziomerovic describing its ‘insiders’ picture’ of the issues justice operators face in dealing with impunity as particularly valuable, making it the most useful study so far conducted in this area.

The debate concluded with a call for follow-up research, study and debate in this area within the next 12 months.
