IW Serbia Completes Impunity Policy Consultation Round
03/11/2008 - Impunity Watch and its partners in Serbia have tabled a series of policy proposals for combating impunity there, following a round of consultations held in October and November this year.The recommendations will be published on December 16, along with a new, in-depth report on impunity for grave crimes against international law in Serbia.
The policy discussions were held with reference to that research, which has been conducted over the past two years with partners the Lawyers’ Committee for Human Rights (YUCOM), the Youth Initiative for Human Rights (YIHR), the Humanitarian law Centre (HLC) and the Helsinki Committee for Human Rights in Serbia (HCS) on the basis of a unique methodology created by IW. Aiming to determine the root causes, nature and effects of impunity for crimes committed by the Serbian state apparatus and citizens during the wars that accompanied Yugoslavia’s disintegration in the 1990s, it has formed an excellent basis for designing policy with real potential to achieve truth, justice, reparations and guarantees of non-repetition.
To that end, three roundtable meetings were held with all sectors with a stake in, and influence on, the combat of impunity, including a variety of civil society organisations, journalists, justice operators and international community representatives. These were accompanied by a lecture series on experiences elsewhere in the world of facing the past and followed by a final expert meeting to draw together the conclusions of the discussions.
