ISIS-only tribunal: selective, politicised justice will do more harm than good

This Policy Brief argues that creating an international or hybrid tribunal exclusively for ISIS-affiliated perpetrators of crimes in Iraq and Syria would be counterproductive, leaving victims’ needs unmet, threatening prospects for reconciliation in both countries, and risking further undermining already fragile trust in international justice. It also makes recommendations for alternative measures to address the crimes committed by ISIS and other perpetrators in Iraq and Syria.
