61 civil society organisations (CSOs) and survivor groups have developed and launched The General Principles for Applying Justice, Truth, and Remedy in Syria — a framework that stands for and calls on equality for all victims, the centrality of survivors’ voices, feminist approaches to justice, accountability without exceptions, and a commitment to building a just, inclusive and sustainable future for the country.
For decades, Syrians have faced authoritarianism, conflict, and widespread rights violations. This document, developed collectively and undersigned by dozens of Syrian organisations, affirms that justice cannot be selective or postponed — it must be comprehensive, survivor-led, and rooted in human rights.

We are proud to have supported the 61 civil society organisations and victims’ groups in developing these principles, as this framework offers a vital compass for Syrian and international actors alike. Building on this process, Impunity Watch will continue our coordination among Syrian civil society actors working on transitional justice in order to ensure more coherent and complementary engagement, including supporting civil society to monitor justice processes and collective advocacy.
