The Global Initiative Against Impunity for International Crimes and Serious Human Rights Violations (GIAI) is a civil society-led initiative of nine organisations and two associate partners.

Together, the Consortium works to address the global rise in impunity by advancing accountability for grave crimes — including genocide, crimes against humanity, war crimes, the crime of aggression, and serious human rights violations such as torture and enforced disappearance.

Co-funded by the European Union, the Consortium endeavours to strengthen the global response to serious crimes and human rights violations, ultimately promoting a culture of accountability and respect for human rights worldwide.

Joint bulletin – Challenging decades of impunity in the Lumbala trial

On 15 December 2025, the Paris Assize Court found former politician and military leader Roger Lumbala guilty of complicity in crimes against humanity committed in 2002. This historic Universal Jurisdiction verdict challenges decades of impunity in the DRC.

Through sustained community reporting and dialogue, we facilitated Congolese communities’ access to court proceedings in Europe. Our joint bulletin with TRIAL International explains: what does it truly mean to ‘make justice work’ for survivors of conflict?

Visual booklet

TJ in Action

In November 2025, we released a visual booklet, ‘Transitional Justice in Action’ together with Civil Rights Defenders. It commemorates the 10th anniversary of the EU’s transitional justice policy, celebrating progress with powerful stories and statements from victims and survivors leading these movements worldwide.

Our joint statement also highlights the systemic challenges that still persist in our collective fight against impunity, and puts forward key recommendations for the EU and Member States.

Survivor-centered

All our actions are guided by a survivor-centered approach that promotes a victim-centered, trauma-informed and gender- responsive approach, where victims are fully equal actors. This approach is rooted in a broad understanding of impunity, its root causes and the systemic drivers that enable impunity to endure.

Collaborative

We foster coordination and the exchange of knowledge and experience sharing among survivors and other stakeholders to increase awareness on issues related to the fight against impunity, including addressing misconceptions, understanding the root causes of impunity, and raising attention to certain issues.

Global

The four-year Global Initiative against Impunity operates worldwide with a special focus on 23 countries in Africa, the Americas, Asia and the Middle East. We also seek to have a significant impact on the rule of law, accountability standards, and atrocity prevention in other countries in their regions.
