On 6 December our Guatemala office launched the Report 20 Years of the PNR: Impact of the National Reparation Program for victims of the armed conflict in Guatemala, which analyses the main achievements and obstacles in the implementation of the National Reparation Program (PNR) during the last 20 years. The PNR was created in 2003 as part of the Peace Agreements, to repair the damage caused to victims, and it ends in December 2023. However, the Program has not fully met its objectives, and so far, it has only given some measures to 33,094 victims of the total of 200,000 victims estimated by the Commission for Historical Clarification (CEH); That is to say, it has only completed 16.5%. This is why victims’ organizations demand that the PNR period is extended by the government for another ten years.
The report includes information on reparation measures, the number of people benefited and the PNR budget per government period, it also includes the perception of victims and survivors about the impact of the Program in these 20 years. In the final part, recommendations are presented on reparation alternatives for victims of Guatemala.

El 6 de diciembre, nuestra oficina de Guatemala lanzó el Informe 20 Años del PNR: Impacto del Programa Nacional de Resarcimiento para las víctimas del conflicto armado de Guatemala, en el cual se analizan los principales logros y obstáculos en la implementación del Programa durante los últimos 20 años. El PNR se creó en 2003 como parte de los Acuerdos de Paz, para reparar los daños causados a las víctimas, y finaliza en diciembre de 2023. Sin embargo, el Programa no ha cumplido plenamente con sus objetivos, y hasta ahora solo ha entregado algunas medidas de reparación a 33,094 víctimas del total de 200,000 víctimas que estimó la Comisión para el Esclarecimiento Histórico (CEH); es decir que sólo ha reparado al 16.5%. Por esta razón las organizaciones de víctimas exigen que el Gobierno prolongue el periodo del PNR por diez años más.
En el informe se incluye información sobre las medidas de reparación, el número de personas beneficiadas y el presupuesto del PNR por periodo de Gobierno, además se incluye la percepción de las víctimas y sobrevivientes sobre el impacto del Programa en estos 20 años. En la parte final se presentan recomendaciones sobre las alternativas de reparación a las víctimas de Guatemala.
