For more than 25 years, the victims and survivors of the internal armed conflict in Guatemala have used the Commission for the Historical Clarification (CEH) report, Guatemala Memory of Silence, to claim their rights to truth, justice, and dignified reparation. This policy brief examines the principal findings of the CEH report and how it has served to dignify the memory of the victims and survivors of the armed conflict. With this publication, we highlight the importance of victim participation in truth commissions.
