This Arabic publication aims to inititate a debate on the final report of the Truth and Dignity commission, as well as encourage and facilitate its reading.
The Commission’s report is the cornerstone of the next phase of transitional justice in Tunisia at two fundamental levels:
- The report comprises of proposals and recommendations that the state should consider implementing.
- The report initiates the debate on many issues that society needs to address with its state institutions.
The report is divided into four parts:
- Revealing the truth
- Dismantling the systems
- Recommendations for the full final report
- General observations on the methodology of the report
All these facts lead to the dismantling of the system and to a structural understanding of the various formal and informal mechanisms and the shortcomings and flaws that led to the violations or allowed them to occur. This structural anatomy in turn allows for the formulation of proposals and recommendations to prevent the recurrence of such violations and to better protect citizens’ rights.
On this basis, the Commission’s report, with its successes and shortcomings, are the keys to the next phase in Tunisia, and all actors involved in the democratic transition need to reflect on it and discuss its contents.
