Victims and survivors possess the expertise born of their struggle for justice, yet they are still excluded from decision-making.
To address this issue, INOVAS has developed a set of practical guidelines to ensure meaningful victim participation in transitional justice responses to human rights violations. This document summarises the nine guidelines, which are intended for use by all individuals and organizations (governments, international organizations and civil society) working in the field of transitional justice.
